Strained Relations

Relations between President Carter’s staff and cabinet grew so strained that a presidential retreat was held at the Catoctin Mountains so that the two camps could work out their differences. Apparently, little was accomplished—not long after, the president fired nearly half of his cabinet and appointed a new chief of staff.

Policy “Czars”

The term “czar” has come to be applied to special advisors or staff who have responsibility for one particular area. During World War I, for instance, Woodrow Wilson appointed the financier Bernard Baruch to oversee the War Industries Board. Baruch was referred to in the press as the “industry czar.”

The term is informal—at various points the United States has had a “drug czar,” a “trade czar,” and an “oversight czar”; this last was when Elizabeth Warren was appointed by President Obama to watch over the Trouble Asset Relief Program (TARP) during the 2008–09 recession.
